The visiting team had earlier interfaced with the Honorable the Chief Justice and showed keen interest in assisting Uganda to develop and source funding for integrated Justice Information Management Systems to improve access to justice, solidify evidence based planning and generally improve accountability of the Justice, Law and Order Sector. The purpose of this tour was therefore to carry out a project fact finding mission to Uganda and analyze the feasibility of such an undertaking in the Justice sector.
A series of meetings were arranged for the visiting team to interface with various heads of JLOS institutions and other stakeholders on the need for an integrated information system. These included the Honorable the Chief Justice, the Director of Public Prosecutions, the Secretary to the Judiciary, the Commissioner General of Prisons, the Chair of the JLOS Development Partners Group, the Solicitor General, the Inspector General of Police and the JLOS Senior Technical Advisor. The objective of these meetings was to discuss institutional information needs and their need for information sharing and collaboration across the sector facilitated through an integrated information system.
All the JLOS stakeholders visited echoed their overwhelming need for institution based systems that would streamline data gathering and processing that also go a long way in integrating with other systems in the entire justice chain.
The fact finding mission came at a time when the Sector is embarking on a detailed systems study covering all JLOS institutions. A key output of the systems study will be baseline data on existing processes, workflows, people skills and current technology infrastructure. This comprehensive assessment of JLOS business processes and exisitng technology infrastructure is critical to the overall project planning of the proposed integrated information system.
